LAC was founded to fix how registry modernization fails. We proved our approach first in the world’s most demanding jurisdictions: national-scale registries with complex law and zero tolerance for downtime. Now we’re extending that same capability toward the jurisdictions that have historically been priced out of it.

The company is eight years old. The team behind it has been modernizing the world’s registries for more than twenty. The insight behind our solutions came from a simple observation: registry modernization kept failing the same way, and no one had built a platform designed to fix that. We did. Today we are codifying that twenty-year delivery method into AI at our Dublin development centre.

2018

FOUNDING · August 2018

LAC is founded in Vancouver. Brothers Darin and Dean Nielsen, who together led MDA’s land administration business, Darin as Vice President of the line of business and Dean as its Vice President of Business Development, co-found LAC with John Chisholm, a financial-services executive with more than 25 years at Merrill Lynch, CIBC Wood Gundy, and Midland Walwyn, and founder of Carta Solutions Worldwide.

Steve Smith joins as LAC’s first technical hire: 22 years at MDA building land and property information systems, rising from systems engineer to divisional CTO, and Program Director for the LTSA Business Transformation Initiative, the three-year build of British Columbia’s next-generation land title system. He becomes chief architect of the LAVA platform.

Leadership

Darin Nielsen

Chief Executive Officer

Darin brings three decades of leading large-scale technology transformation programs and global initiatives across IT, land administration, and financial services. As a Director at Microsoft, he led the team that developed Microsoft’s enterprise sales model for its global sales organization and partners, and directed the information architecture behind Microsoft’s global sales, marketing, and services operations. At MDA, he was Vice President of the land administration line of business, owning its P&L and leading the organization that engineered and delivered government land registry, cadastre, and complex information systems, including British Columbia’s land title transformation and the pursuit of New Zealand’s next-generation registry.

Dean Nielsen

President

Dean leads LAC’s corporate strategy, finance, commercial structuring, and international expansion. As Vice President of Business Development for MDA’s land administration business, he led global market strategy, established the framework for the line’s as-a-Service business model, and served as commercial lead on large international registry procurements, including the pursuit of New Zealand’s next-generation registry. Earlier, as Vice President of the Niho Development Group, he led technology R&D and new product development at Landcor Data Corporation, the British Columbia real estate data, analytics, and automated-valuation firm.

Craig Johnston

Chief Operating Officer

Craig spent a decade as Director of Land Titles for British Columbia, a vice-president appointment reporting to the CEO of the Land Title and Survey Authority. He was the statutory decision-maker for land title practice in the province and led a division of up to 120 staff. He took the land title office from paper-dominant to more than 90% electronic filing, made e-filing mandatory from 2011 and in 2012 introduced automated examination and registration, the first in Canada, processing about half of all applications by the time he left. The systems behind that modernization were built by engineers who went on to found LAC. He joined LAC in 2021.

Steve Smith

Chief Technology Officer

Steve spent 22 years at MDA building land and property information systems, rising from systems engineer to divisional CTO. He was Program Director for the LTSA Business Transformation Initiative, the three-year build of British Columbia’s next-generation land title system, including its rules-based automated decision-making. He subsequently led the delivery of ParcelMap BC, the award-winning digital parcel fabric for British Columbia. Steve led the technical solution for the pursuit of New Zealand’s next-generation registry, which resulted in a sole-source selection. Steve is the chief architect of the LAVA platform.

Mark Ellingson

Chief Financial Officer

Mark is a CPA whose background spans Deloitte Private, high-growth technology environments, and entrepreneurial ventures. He has founded and operated his own companies and brings hands-on CFO experience across financial due diligence, valuations, and board reporting. Most recently, he served as the CFO of AI Partnerships, overseeing finance in a rapidly scaling, innovation-focused organization. At LAC, Mark leads the finance function across the company’s multi-jurisdictional structure (Canada, the UK, and Ireland), including international tax, subsidiary financial operations, and investor reporting.

Jeremy McCrea

Director of Business Development

Jeremy leads LAC’s global business development and serves on the board of LAC Ireland, the company’s Dublin subsidiary. A designated Canadian Residential Appraiser (AIC) with more than a decade in mortgage lending and financial services, he has spent his career on the market side of land: valuing it, financing it, and advising the people who own it. At LAC, he brings that grounding to partnerships with the governments who keep land ownership secure.

Alasdair Lewis

Law and Practice Advisor

Alasdair served as Director of Legal Services and Deputy Chief Land Registrar at HM Land Registry from 2010 to 2017, leading a team of 170, including 100 qualified lawyers, with accountability for a budget in excess of £24m. From 2013 to 2017 he was President of the European Land Registry Association. A senior lawyer with deep experience across the land registry sector in the UK and internationally, at LAC he advises on the law and practice of land registration across our client jurisdictions.

Jun Yang

Senior Solutions Engineer

Jun spent more than 28 years at MDA as a software, systems, and solutions engineer, earning the company’s Fellow designation, its most senior technical recognition. She was instrumental in delivering ParcelMap BC, the award-winning digital parcel fabric for British Columbia, and was the primary solution architect for the geospatial components of New Zealand’s next-generation land registry. At LAC, she leads solutions engineering for the geospatial components of the company’s most complex national registry implementation.

David Rachman

Principal Engineer

David spent 22 years as a senior systems engineer at MDA, where his work included complex land registry systems such as British Columbia’s land title platform. He then spent nearly four years inside the registry itself, as Senior Solutions Architect at LandSure Systems, the Land Title and Survey Authority’s subsidiary that delivers British Columbia’s land registry services, before joining LAC as Principal Engineer in 2026.

Gopal Sankaran

Chief Solution Architect

Gopal brings fifteen years of enterprise engineering, including serving as the founding technical lead of a startup that has since become a billion-dollar company. At LAC he leads end-to-end solution architecture for the LAVA platform: cloud-native AWS infrastructure, geospatial data pipelines, and the front- and back-end systems engineered to demanding availability, security, and performance targets at national scale.

Max (Jiaqi) Guo, M.Sc.

Technical Product Owner and Geospatial Architect

Max is a geospatial architect with deep expertise in both Esri and open-source GIS technologies, spanning government and private-sector GIS delivery. He worked on and led large-scale, mission-critical spatial solutions, including programs for Canada Post, the Canadian Army, and NATO, and has led technical proposal work across the public sector. At LAC, he owns the geospatial technology stack, from Esri platforms to open-source OSGeo solutions, that underpins LAVA’s cadastral and mapping capability.

Juan Pablo Soliz Molina

Advisor, Latin America & Caribbean

Juan Pablo brings more than 25 years of experience in land administration technology and software. During more than fourteen years with Thomson Reuters, he served as Director of Product Engineering and later as Director of International Government Product Development for the Aumentum land registry and property platform, leading product and development teams across five countries, including Bolivia, Thailand, and Ukraine. Most recently, he served as Technical Director of the Cadasta Foundation, a global nonprofit advancing community land and resource rights through technology. Based in Cochabamba, Bolivia, he advises LAC on technology, product development, and market strategy across Latin America and the Caribbean.

Miguel Angel Mendoza Benitez

Business Development Advisor, Latin America & Caribbean

Miguel is a senior executive whose career spans government technology at the federal, state, and local levels across Latin America. As Business Development Manager for Thomson Reuters’ Aumentum land management suite, he led the platform’s Latin American business from Mexico City, working directly with land policymakers across the region. He brings long-standing relationships with government leaders and with the institutions that fund land administration, including the World Bank, the Inter-American Development Bank, and the Organization of American States. Based in Mexico City, he advises LAC on business development and government relations across Latin America and the Caribbean.

Munir Ismet

Advisor, Middle East & Africa

Munir is a seasoned technology executive with a career in government technology across Europe, the Middle East, and Africa. He served as Managing Director of Geospatial Solutions at Ordnance Survey, Great Britain’s national mapping agency, leading its commercial geospatial business with governments internationally; spent seven years with Hewlett Packard Enterprise as Vice President, EMEA Public Sector Sales; and served as Vice President, EMEA Public Sector, at Oracle. At LAC, he advises on business development and government relations across the Middle East, Africa, and Europe.

Paul Delaney

Managing Director, LAC Ireland

Paul is responsible for the LAC Ireland subsidiary, building LAC’s next generation of products. He is a senior tenured executive with 30 years of global experience in leadership, strategy, digital transformation, and market execution. He has held senior roles at KPMG, IBM, Dell, Gartner, Capgemini, DXC, CGI, and with global AI engineering companies.

John Chisholm

Chair of the Board

John has helped guide LAC’s growth since its inception. An experienced corporate director, he chairs the board that oversees LAC’s long-term government engagements.

Director

Blair is an entrepreneur, investor, and corporate finance professional with more than 35 years of experience as a securities broker, trader, and venture capitalist, and the founder of several companies. Throughout his career he has worked closely with emerging technology businesses, capital-raising initiatives, and strategic investments in early-stage and growth-stage companies. His experience in corporate finance and venture investment provides valuable oversight as LAC continues its growth and international expansion.
